Procedure for Degree Attestation
The Higher Education Commission (HEC) has developed a safe online degree attestation system, whereby the applicant may submit an attestation application from the comfort of their homes. First, the applicant must access HEC e-Services to upload his online application form. There is also a detailed User Manual to assist him. The applicants who have already registered with the HEC e-Portal may use their same login for accessing the e-Services portal. The procedure of attestation will be followed in the following stages:
Step 1: Initial Online Scrutiny
- Application Review:
- HEC will initially scrutinize the application online.
- In case the application is complete, then the applicant will be notified by SMS and email.
- The deficiencies identified will be sent to the applicant via SMS and email for correction.
- Corrections will appear in the “Task Assigned to Me“ section of the applicant’s e-Services account.
Step 2: Appointment Scheduling or Courier Submission
Once the application passes scrutiny, the applicant will receive an SMS and email with further instructions based on their preferred submission mode:
Option A: Walk-in Mode (Urgent Cases Only)
- Appointment Scheduling:
- Applicants must schedule an appointment for self-submission or submission through an authorized person.
- The attestation fee must be paid online via 1-Link, and payment verification must be completed in the profile.
- After verification, the application form can be downloaded.
- Visit HEC:
- Bring original documents and a printed application form to the HEC office at the scheduled time.
- On arrival, take a token and submit the case at the designated counter.
- After processing, documents will be returned on the same day.
Option B: Courier Service
- Submission via Courier:
- After thorough screening, the candidates will be intimated to submit their documents at a TCS center (within Pakistan) or Gerry‘s FedEx office in Islamabad for overseas applicants.
- The attestation fee can be paid via 1-Link online. Upon payment verification in the profile, one can download the application form.
- Submit the application form, required documents, and courier service charges at the designated courier office.
- Procure the receipt that would be produced at the service level from the courier service provider. Upload your receipt by finishing a task created within “My Task“ on e-Services.
- After thorough screening, the candidates will be intimated to submit their documents at a TCS center (within Pakistan) or Gerry‘s FedEx office in Islamabad for overseas applicants.
- Processing and Return:
- Applications are processed on a “first come, first served” basis, depending on the volume of requests.
- Once the attestation process is complete, documents will be returned via TCS, and applicants will be notified via SMS and email.
