The Government of Pakistan is kicking off a nationwide crackdown on SIMs linked to expired CNICs. More than 4.9 million SIMs are set to be blocked in a phased campaign led by the Interior Ministry. ISLAMABAD — June 18, 2025:
In a bold move to enhance digital security, the federal government has initiated a nationwide operation to block over 4.9 million mobile SIMs that are registered under expired or canceled CNICs (Computerized National Identity Cards). This decision, aimed at tightening telecom regulations and protecting citizens’ data, was reached during a high-level meeting chaired by Interior Minister Mohsin Naqvi at the NADRA headquarters in Islamabad. The meeting also included Minister of State for Interior Talal Chaudhry, NADRA Chairman Lt Gen Muhammad Munir Afsar, and senior officials from both the Ministry of Interior and NADRA. The discussions led to firm actions to tackle fraudulent mobile connections and push for much-needed digital identity reforms.
Immediate Blocking of SIMs Linked to Expired CNICs
According to the directive, all SIMs registered with CNICs that expired in 2017 or earlier will be blocked by June 30, 2025. The Pakistan Telecommunication Authority (PTA), working alongside NADRA, will manage the gradual blocking of the remaining SIMs registered with CNICs that expired in later years.
The recent move aims to curb the misuse of mobile services by individuals who might be using expired or fake identities, as well as by unauthorized users of SIM cards registered to people who have passed away.
NADRA’s Expansion and Digital Reforms
NADRA Chairman Lt Gen Munir Afsar shared some exciting updates about the improvements in service infrastructure. Here are the key highlights:
- Launching 87 new registration centers** and adding 417 more counters throughout Pakistan.
- Extending NADRA services to 44 tehsils and all 31 union councils in Islamabad by June 30, 2025 .
- Approving important changes to the National Identity Card Rules 2002.
- Expanding facial recognition systems to assist citizens who have trouble with fingerprint verification.
To make services more efficient, new NADRA regional offices will be established in Multan, Sukkur, and Gwadar . Plus, the foundation stone for a 10-storey NADRA Mega Centre has been laid in Sector I-8, Islamabad , which is set to be completed by June 2026 .
Securing Biometric Data and Unified Databases
During the meeting, Minister Naqvi stressed the importance of eliminating redundant storage of biometric data across various departments. He directed all government agencies to move towards a unified NADRA-managed database and mandated the nationwide rollout of facial recognition technology by December 31, 2025 . This technology aims to improve verification processes while safeguarding privacy and security.
He also emphasized the need for a worldwide review to better understand the needs of the Pakistani diaspora, especially in pinpointing areas where NADRA services are lacking.

The Ministry of Interior is urging all mobile phone users or SIM Owners to:
- Check the validity of their CNICs
- Renew any expired CNICs right away
- Verify SIM registration with their mobile service providers
